E Pluribus Anus. There's just not enough top of your library manipulation to pull it off in Modern. Jace, Brainstorm and Top are critical to the deck.The answer, it appears, is to change very little. Floating 2-mana spells near the top of your deck while having the option to put the Top on top to counter 1-mana spells was back-breaking, and that noose only pulled tighter each turn. Top would continue to provide new looks, and countermagic meant there may never be a way out.
So Miracles no longer exists without Top, right? Casting a Terminus for 1 mana, especially at instant speed, is still ridiculously powerful and game swinging. Entreat can end the game in a single turn.
This can also put miracles from your hand back on top of your library to cast for cheap. The best planeswalker ever printed is even more important without Top around. The rest of the deck is filled with cards that are just great in this package and in Legacy. Swords to Plowshares is the best removal spell. Force of Will is the best card against any unfair deck.
Vendilion Clique provides pressure and disruption. The final interesting piece of the puzzle is Unexpectedly Absent. This was already a solid removal spell in that it takes a threat off the table and it will get rid of a draw step, as well.
With Predict, you can get it into the graveyard and draw 2 cards for your troubles. They took our beloved format, and turned it on its head, unbanning not only Bloodbraid Elf, but also the most powerful planeswalker ever printed in Jace, the Mind Sculptor. There was a huge mix of emotions following the announcement, ranging from outrage to pure excitement, and I for one am happy to have some new cards to brew with.
Will Jace completely destroy the format we all hold dear? Eh, maybe. In fact, you might even say that him being unbanned was a miracle. The list can be found hereor you can just scroll down the page a little bit. This Miracles list runs very similarly to a normal control list, with removal, filtering, a suite of counterspells, and of course Jace. The deck aims to stall out the game by countering and removing threats until it can turn the corner by deploying its wincon, then quickly winning after that.
Snapcaster Mage gets us extra use out of our spells, rebuying Opts and Path to Exiles early game, and potentially even getting an extra Terminus later on if needed. For the miracles themselves, we have a pretty small selection. Terminus gives the deck probably its strongest component, something that no other deck has access to: a one-mana boardwipe.
And at instant speed, no less. It can also give you a handful of blockers in a pinch, coming out of nowhere to stop just about any attack your opponent will throw at you. For spot removal, we have access to Path to Exile to deal with creatures, and Cast Out to hit anything else that might be giving us issues. We have Search for Azcanta to help us dig for answers, fill up the graveyard for Snapcaster Mage and Logic Knot, and ramp us later on.
We also get tools to help us fight Humans, Storm, and other big mana decks like Titanshift, and the extra Vendilion Clique is perfect for killing an enemy Jace thanks to flash. If you want to focus more on the miracle plan, you can add in Banishing Stroke and Vanishment for spot removal, or throw in Devastation Tide for an extra board wipe. You could even go Jeskai for Bonfire of the Damned, which serves as a board wipe and win condition rolled into one.

In the case of IxalanOpt is one of those cards. Invasion seems like a lifetime ago; so many players never got a chance to see this powerful blue card draw spell in action. Over Magic's history card draw spells that cost only a single blue mana, tend to see a ton of play, but Opt has never been legal in Modern, and cards like BrainstormPonder, and Preordain are better than Opt in Legacy, so Opt really hasn't been played in quite a while.
Despite Opt not seeing a ton of play in Legacy, it will definitely have an impact on Standard and Modern. Blue control decks in Standard will play Opt; it is much better than a card like Hieroglyphic Illuminationwhich normally gets cycled. In the case of Modern there's a bit more to the debate, as there are already some good card draw spells for a single blue mana. The best is Serum Visionsfollowed by Sleight of Handand both see a good amount of play.
When looking at Opt it may appear that it is a strictly worse version of Serum Visionsas Serum Visions allows you to scry two, versus Opt being scry one. However, this simply isn't the case, there are a few factors that, once taken into account, creates an argument for Opt being better than Serum Visions.
For a control deck with countermagic and spot removal, Opt being an instant is a huge upside. Let's take a look at an example of a control deck that might want Opt instead of Serum Visions :. However, this deck does have plenty of cards it's casting on its main phase, so there will be plenty of spots where you are unable to hold up a Counterspell anyway.
The decision of which card draw spell to play is close, and since the deck doesn't really want more than four of a Serum Visions sort of effect, it will be either Opt or Serum Visions that makes the deck, and likely not both. Being able to flashback Opt with Snapcaster Mage at instant speed does offer much more flexibility, compared to Serum Visions. In this case we are talking about needing to commit three mana at sorcery speed, so that is even more significant than the disadvantage of casting Serum Visions normally at sorcery speed.
Also, if you do have Serum Visions on turn one it will normally be better than Opt, as you can hold up whatever removal or countermagic after the first turn. It is when you are deciding to cast a Serum Visions later in the game that Opt has the potential to be better.
There certainly is some amount of additional value gained by Opt being an instant, especially in a deck with plenty of reactive instants and flash creatures like Snapcaster Mage. However, this isn't enough of a reason to make Opt better than Serum Visions.

It a lot like one I used to run and I tried forever to make a viable modern miracle deck. It's just insanely tough without hand fixing. Miracles on the draw are dead until you discard them for revival and having one hit with Remand is even worse. The problem with it is that you spend so much effort trying to control your top deck when you should be worrying about controlling your opponent.
I wish you best though! IMO, a third colour can help. Either red or black. More flexibility, and better options for interactions. Working on a version too, atm.
